DfT Franchising Fund
Government is aware that the franchising process can be complex, and local authorities may not currently have the capacity and capabilities in place to deliver it.β―To help mitigate this, DfT has put together a franchising support package for local authorities.
Specialist support will be available through the establishment of a Franchising Expert Group, which will provide expert support and advice on bus franchising to authorities. More details on this will be provided in due course.
The Department has also allocated funding for financial years 2026/27 to 2028/29 to support LAs that are actively seeking to transition to a franchised bus network. The funding could be used to support with the costs of an initial franchising pre-feasibility assessment or of undertaking the franchising assessment. This funding will help provide the skills, expertise and evidence building capability that is necessary to facilitate a successful transition to franchising.
The Department has sent Expressions of Interest (EOIs) to all authorities in England that are eligible for this funding. If your authority is interested in being considered for this funding, please complete and return EOI forms to busfranchisingsupport@dft.gov.uk no later than 5pm on Wednesday 8th April 2026.
